Mr. Lucas was appointed to the Development Authority Board on June 4, 2009 by the Lewis County Legislature.

Mr. Lucas is a private sector businessman, employed as the Watertown Branch Manager of McQuade and Bannigan,Inc. and the co-owner of the Montague Inn, LLC.  Prior to his current employment, Mr. Lucas was a Superintendent for Purcell Construction.

Mr. Lucas served as a Town of Pinckney Councilman from 1988-1993, and has served as District 8 Lewis County Legislator since 2006 to the present. He serves as Chairman of the Legislative Economic Development Committee.

Mr. Lucas graduated from Lowville Academy, Jefferson-Lewis BOCES and attended the US Army War College.

Mr. Lucas is an active member of the Lowville Elk's Lodge, Constable Hall Association, Sno Pals Snowmobile Club, Tug Hill Wheelers and a former member of the Copenhagen Fire Department. He has been recognized as the Assistant Chief of the fire department, Elk Officer and Elk of the Year.

Mr. Lucas has served on the Development Authority of the North Country Board of Directors since 2009.
