Network Administrator

NETWORK ADMINISTRATOR

The Development Authority of the North Country has a position open for a Network Administrator located at its headquarters in Watertown, New York. The position is responsible for the operation of all IT activities of the organization including:

• plans, designs and implements data connectivity for Local Area Network (LAN) and Wide Area Network (WAN) systems.

• Oversees the planning, design, and day-to-day operation of computer networks including network security, hardware/software support, training, and special projects.

• Develops and implements IT Policy and Procedures.

• Develops and manages IT budget.

Qualifications:

• A Bachelor’s Degree in computer science, information engineering, information technology or other related areas. Possession of a Network Administration Certificate is preferred. Minimum 4 years experience managing Local Area Networks is required.

• Working knowledge of Local and Wide Area Networks (LAN/WAN), Internet, email systems, and data communications; standard operating systems, software packages, and software utilities; proper records maintenance and storage for local and distributed environments.

At the Authority’s discretion, a combination of education and specialized professional experience which sufficiently demonstrate possession of knowledge, skills and capabilities required for the position may be substituted for the required minimums.

Wastewater Supervisor

DESCRIPTION OF DUTIES: The Development Authority of the North Country (DANC) seeks applicants for a Wastewater Supervisor. DANC is a multi-faceted New York State public benefit corporation created in the mid 1980s. Since its establishment, DANC has constructed regional water and sewer utilities, a solid waste management facility, and an open access telecommunication network. In addition to owning/operating these facilities, DANC administers housing and economic development programs and provides contracted water/wastewater services to municipalities in Jefferson, Lewis and St. Lawrence Counties. DANC is seeking a Wastewater Supervisor to oversee the overall operation and maintenance of a regional wastewater treatment facility and supervise operations and maintenance personnel responsible for day-to-day operations. Duties will include: ensuring compliance with environmental and safety regulatory requirements; establishing written standard operating procedures; providing supervision of personnel; monitoring operations daily, assessing problems, diagnosing failures; developing and maintaining spreadsheets to monitor plant performance; making adjustments necessary to keep facility within permit limits; maintaining Computerized Maintenance Management System (CMMS) to electronically track preventative maintenance and repair work orders, updating capital plan and preparing budget; preparing monthly reports and graphs to communicate to customers about plant performance, status of projects, and budget; completing periodic regulatory reports, permit renewals, etc.; coordination with engineers and customers to resolve problems; work may require irregular hours.

QUALIFICATIONS: The ideal candidate will have a Bachelor’s Degree in Engineering, Environmental Science, or related field. Candidates that have completed an Associate’s degree with exceptional experience will be considered. Advanced skills and technical knowledge of wastewater treatment attained by specialized courses and on-the-job training required. Grade IIIA Wastewater certification issued by the State of New York is preferred; ability to obtain license in 18 months required. Minimum of five years directly related experience in wastewater treatment/operations, including at least two years in a supervisory role is recommended. Strong technical and supervisory skills required. Computer proficiency in MS Office applications required; prior experience with a CMMS beneficial.

DESCRIPTION OF DUTIES: The Development Authority of the North Country (DANC) seeks applicants for a Project Engineer. Since its establishment, DANC has constructed regional water and sewer utilities, a solid waste management facility, and an open access telecommunication network. In addition to owning/operating these facilities, DANC administers housing and economic development programs and provides contracted water/wastewater services to municipalities in Jefferson, Lewis and St. Lawrence Counties. DANC is seeking a Project Engineer to develop, oversee, and administer construction projects within the Authority and for municipal Authority customers. Other duties will include providing assistance on projects such as Water/Sewer, GIS, SCADA, capital planning and grant writing. This position will be located in Watertown, N.Y. Frequent day-travel within the Authority’s three-County service area will be required.

QUALIFICATIONS: The ideal candidate will have a Bachelor’s Degree in Mechanical, or Civil/Environmental Engineering and design/field experience. Knowledge of environmental and safety regulations; computer proficiency; and strong technical writing and verbal communication skills are required. The successful candidate must also be able to manage, adjust, and prioritize varied workload based on such factors as work objectives, schedule, and customer needs; and be able to make sound judgments based on analysis and data while working with a variety of internal and external customers. Some working knowledge of CAD and State Building Codes is beneficial, but not required.
