The Board of Directors sets the policy and strategic direction of the Development Authority.
The Board of Directors is made up of eight voting and five non-voting members. Unique among state authorities, of the eight voting members, two each are appointed by Jefferson, St. Lawrence and Lewis counties and the City of Watertown. Non-voting members are appointed by the governor and serve to advise the voting members. Each board member serves for a specified term. Pursuant to the Public Officers Law, members of the board whose terms have expired continue to serve until a successor is appointed. No board members receive pay for their service.
