Mark Hall was first appointed a member of the Authority Board by the St. Lawrence County Legislature on February 22, 2022 and has been reappointed to a second term ending on March 2, 2030.
Mr. Hall is a long-serving public servant who has demonstrated a sincere interest in improving the quality of life for Adirondack Park & North Country residents, businesses and visitors while maintaining strong environmental protections. In September 2025 he was designated Chair of New York State’s Adirondack Park Agency (APA) by Governor Kathy Hochul. His public service experience includes serving on the APA Board since June 2020, serving on the St. Lawrence County IDA Board since January 2010.
Previous governance experience includes being elected to the Town of Fine Board in 2002 and served as town supervisor from 2007-2015, He has served on the Adirondack Park Local Government Review Board, Clifton-Fine Hospital Board, and the Adirondack Association of Towns and Villages Board.
During his tenure as Town Supervisor, he spearheaded efforts with partners to remove industrial blight at the former J & L Iron Ore facility and to rehabilitate rail infrastructure from Carthage to industrial properties in his area. In addition, he helped to improve telecommunication and broadband coverage and secure waterfront revitalization and Smart Growth grants.
Mr. Hall is the Water Superintendent for the Star Lake Water District in St. Lawrence County. He previously owned and operated Adirondack Tank Services, a business focused on the removal of fuel storage tanks and oil spill remediation. Prior to returning to Star Lake and starting his own business in 1992, Mr. Hall was employed by Fenley & Nichol Environmental, a Long Island-based environmental contracting firm. He is a graduate of Clifton-Fine Central School in Star Lake. Mr. Hall holds IIA, C and D water operator certifications from New York State.
